Grizzly Referee Assignments
The Chair assigns referees
to Territorial matches in consultation with the PCRRS Executive Committee.
Budget
The PCRFU allots a budget
to the Referee Society to cover assignments to PCRFU matches as well as a
developmental grant.
Responsibilities
LAU Referee Society
President's
- Training,
certification, and development of referees up to C1
- Nominate two C2 or C1
referees to the "PCRFU Development Panel" (new concept)
based on current performance and LAU's expectation they will advance
to the "B" panel within 1 year
PCRFU Referee Development Officer
- Meet with and assist
the LAU Presidents in training and recruitment of referees
- Meet with and help
develop the PCRFU Development Panel
- Promote the PCRFU "B"
panel referees with USARRA
PCRFU Referee Society Chair
- Develop PCRFU referees
up to B1
- Schedule yearly
evaluations of PCRFU Development Panel members
- Schedule yearly
evaluations of B Panel referees
- Schedule training
sessions for evaluators and referee coaches
- Maintain records for
members of Development Panel and "B" Panel, including evaluations
- Distribute copies of
all PCRFU evaluations to LAU Presidents
- Yearly meeting with
LAU Presidents to discuss progress
- Appoint referees and
evaluators to PCRFU playoff matches
Playoff Match Goal
To have a mix of referees
and evaluators from different LAU?s at PCRFU matches.
Advancement
The standard for advancing to from "C" Panel to
"B" Panel is as follows:
- The referee must have three (3) above grade evaluations within an 18 month period.
- The three (3) above grade evaluations need not be consecutive.
- Of the three (3) above grade evaluations being considered, at least one (1) must be from an out of territory assessor.
- During the period of receipt, of the three (3) above grade evaluations being considered for promotion, the referee nevertheless may receive one (1) at grade evaluation, as long as the last two (2) above grade evaluations are in succession. Receipt of a below grade evaluation during the period nullifies all previous evaluations for consideration toward promotion. All evaluations received by the referee during the period must be provided to the promoting official(s) for consideration.
- The assessor(s) must be a Territorial or National assessor.
- The last two (2) above grade evaluations must be from different assessors.
- The match level must be match level 5 or higher. The halves in at least two of the matches must be not less than 40 minutes. One (1) of the above grade evaluations may come from a match with halves of not less than 25 minutes or longer provided it is a suitable match level and the assessor reporting the evaluation is a at least a Territorial assessor.
- The referee must have passed the Level 2 Referee Course"
Territorial Assessors
- Requirements for Territorial Assessors
- Be registered in USA Rugby’s CIPP program;
- Be registered with USA Rugby’s Referee & Laws Committee;
- Be knowledgeable and respected by referees and assessors within the territory;
- Successfully complete the Levels 1, 2, and 3 touch judge certification courses;
- Successfully complete the Levels 1 and 2 referee certification courses;
- Successfully complete the Levels 1 and 2 evaluator certification courses; and,
- Successfully calibrate with a national assessor on two matches of at least Match Level 3 or higher (calibration may be accomplished either by independent calibration by the two assessors at a live match or by review of video of a match by the national assessor on which the prospective territorial assessor has written an evaluation).
- Goal:
Enough assessors to allow for evaluation at each PCRFU match
